To block someone on WhatsApp, open the contact details in WhatsApp, scroll down and click Block. Likewise, you can unblock if you wish.

Instagram does not send a notification when you block someone. When you block them-
WhatsApp doesn't send a notification to the blocked person, but they can easily figure out that they're blocked because they can't see your last seen timestamps, DP, or even status updates.
The blocked person will not be notified when you block them. They can't find their profile on Instagram even if they search for it.
Restricting the account is a bit different from blocking. When you restrict an account on Instagram, they can still follow you and see your posts and stories, but cannot like or comment on them.
